They all should be tied to accounts but sometimes (using Salesforce for Outlook for example) things can and will create orphaned contacts. The easiest way to tell is build your report and look at how many records it pulls. Assuming you are not restricting in any way you should see all available records. Compare that number against the system count of contact records. Go into Setup>System Overview>Data Storage.
If the numbers don't match you have some orphaned accounts. Without access to an export tool it will be a little hard to back into the records but you could use a list view and assuming it's not a lot of records would be easy enough to update.
