Salesforce Campaign initiated in Pardot

Our marketing team wants to manage all campaigns from Pardot rather than Salesforce.  Has anyone used Pardot lists to create a Salesforce campaign and attach members?  I do understand that within Pardot, the Campaign is simply first touch.  We need the same person listed for multiple Campaigns.
