How do I let a user administer case assignment rules safely?

I want to allow a "super-user" to administer case assignment rules without giving them “Customize Application” rights, as they are too powerful and risky. I can't find Case Assignment in Permission Sets or Delegated Administration. Is this possible?

No the ability to create assignment rule is one of the privileges granted with the customize application permission. There is no way to be able to edit the assignment rules without this permission on there profile or in a permission set.
