Files - Sharing - Collaborator 

We want to be able to set File Sharing on a Profile level so that all users within the profile can have full Collaborator Sharing Permission on all files uploaded by others in that Profile. Is this possible? I have also tried using a Private Chatter Group when uploading files as well as Files - General Settings to set the file access to follow the record access. Nothing has worked! The point is to have File Sharing set at a higher level and not have to set it each time for every file.
