Is it correct to say that time triggered action (e.g. after 3 days do xyz) always evaluate the rule criteria just before execution? If during that time record has changed and criteria doesn't apply, the action is removed from the execution queue or in other words self-destructs.

Actually Yes!
"Time-dependent actions are executed at a specific time, such as 10 days before a record’s close date. When that specific time passes, the workflow rule re-evaluates the record to make sure that it still meets the rule criteria. If the record does, the workflow rule executes those actions."
