Lightning Experience is a requirement for your users to get the new Salesforce mobile app, which will be Generally Available in the Spring '20 release. Note that each user doesn't need to have the Lightning Experience User permission to get the new mobile experience. The criteria is that Lightning Experience be enabled for your org.

Which shouldn't be a problem for anyone because the Lightning Experience Critical Update enables Lightning Experience for your org (if you don't choose to do so earlier)!
