What is the difference between experience and console. Why is console defaulted on?

Lightning Experience Users is the permission needed to access Lightning Experience (and switch back and forth to Classic). The Lightning Console permission is needed only for certain license types to access a console, which is an app navigation option you configure in the App Builder. The two choices are standard navigation and console navigation. The latter is good for users who like to open and work with a lot of records at once or who work in a fast paced manner.
