Is there a way for the admin to move Notes and Attachments created by community partner licensed users (vs full Salesforce licensed users)?

As long as the owner of the note/attachment can own an enhanced note/file, the conversion should be fine. In general, partner users can own these. Please let us know if you encounter any issue. It is suggested to first try the app in a sandbox org if you can, or else you can try with a single attachment or record.
