We can't create a contact by itself (without an associated account). Make sure the validation rule applies ONLY when the contact has an associated account.. I keep getting this in as much as my formula is correct

You need to check 2 things here
Account should not blank.
AND Contact mailing code and account shipping code should not equal.
Validation rule must be on contact object.
