I've been reading and re-reading http://help.marketingcloud.com/en/documentation/exacttarget/subscribers/publication_lists/ about publication lists, and I'm going around in circles. It is my understanding that publication lists are on an opt-out basis, like this diagram below:
However, in testing today, I attempted to send an email to a filtered data extension where I am the only subscriber and to a publication list with 0 entries. The email tracking report said that it was sent to 0 subscribers. Can I get clarification on how publication lists work and how subscribers receive emails through publication lists they are not a part of?
Happy to provide more information re: my current set up of data extensions.
