Why is the profile greyed out when enabling partner user

Question

I have a user which is trying to Enable a Partner user, but the Profile field is greyed out. Any idea why?

The user which is trying to take this action has "Manage Internal Users" and "Manage External Users" permission, but not "Manage Users".

I have found the issue/solution. The that I am trying to give access to manage internal users to, all has Delegated Administration in order to allow her to Log in as Users. As per the following Known Issue, the Profiles have to be added to the Delegated Admin configuration.

As soon as I added the Profiles to the Delegated Admin configuration, the Profile field was not greyed out.

Guy,    Thank you,but you actually can select a Partner profile.  The article that you linked to stated, "The Partner User profile  can’t be modified, but you can clone it  or create permission sets to specify what partner users can do."   This is what we have done.  We have Cloned the default into 2 separate profiles, User vs Admin.  The admin users get additional access.  When I am logged in with the "System Admin" profile I get the below option.      The issue is that we have a group of users that we want to manage external users, but not have access to create and/or edit profiles and other related configuration.  So we did nto give them "Manage User" permission.   According to ( https://help.salesforce.com/articleView?id=sf.networks_partner_community_create_users.htm&type=5 ), the only permissions needed are: USER PERMISSIONS NEEDED To create, edit, disable, or deactivate partner users: Manage External Users To create contacts:Create on contacts To view contacts:Read on contacts With regards to the Contact object, the user has Read, Create, Edit and View All.
