Assign user to log in as any user (except System Admin)

I have a user that will be creating all user accounts and requires him to login as a new user to test some things.  I setup his profile to be a standard user with all of the Manage User permissions, but it still doesn't give him access to login as another user.

 

We already have access for Admins to login as other users without having to grant access.  How can I enable him to login as another user without giving him the full System Admin Profile?
