There is actually an official consultant listing on the AppExchange (https://appexchange.salesforce.com/consulting), as well as a developer list (https://appexchange.salesforce.com/developers). That would be an excellent place to search for companies or individuals who could help you.
If the location requirement isn't strict, then consider finding a consultant to work remotely. You won't have to compromise on talent, and often be able to reduce costs.
But of course, if you need any non-deliverable advice such as best practices, we in the community will be more than happy to assist you.
