Regulatory Framework

Tishon is ready to set up the inspection process so Amelia can check that Sunshine Spa and Salon meets all the necessary guidelines to obtain a business license. For instance, the license requires that the establishment follows certain safety regulations to protect the health of both employees and patrons. In Public Sector Solutions, you can define regulatory frameworks for licenses and permits so that inspectors can quickly reference the specific, detailed requirements that apply to an establishment during site visits. 

Sign Up for a Developer Edition Org with Public Sector Solutions

We don’t have any hands-on challenges in this module. Still, if you want to practice and try out the steps, you need a special Developer Edition org that contains Inspections Management for Public Sector Solutions and our sample data. A regular Trailhead Playground doesn’t have Inspections Management for Public Sector Solutions or the sample data. Here’s how to get the free Developer Edition.

  1. Sign up for a free Developer Edition org with Public Sector Solutions.
  2. Fill out the form.
  3. For Email, enter an active email address.
  4. For Username, enter a username that looks like an email address and is unique. It doesn’t need to be a valid email account (for example, yourname@hc4evah.com is fine).
  5. Click Sign me up. A confirmation message appears.
  6. When you receive the activation email (this might take a few minutes), open it and click Verify Account.
  7. Complete your registration by setting your password and challenge question.
Note

Write down your username, password, and login URL for easy access later.

Set Up a Regulatory Framework

The first thing Tishon must do is set up a regulatory framework. For this, she must create a regulatory authority and define the regulatory codes relevant to the inspections. This way, she can relate the inspection checklists to their underlying regulations, and provide context for field inspectors.

Create Regulatory Authorities

In Public Sector Solutions, regulatory authorities represent the agencies or departments in a government. Regulatory authorities authorize programs, services, licenses, permits, and benefits for constituents.

Here are the regulatory agencies that Tishon wants to create for Cosville.

  • Board of Barbering & Cosmetology: Licenses individuals and businesses that perform barbering, cosmetology, nail care, waxing, tattooing, body piercing, and aesthetics. The Board also regulates individuals who teach and schools that provide training in those areas.
  • Board of Medicine: Licenses physicians and other healthcare providers to practice, and disciplines licensees who violate the Medical Practice Act.
  • Department of Motor Vehicles: Responsible for vehicle titling and registration, driver licensing, and driver and vehicle records maintenance.
  • Department of Building Inspection: Responsible for all steps of permit issuance. Ensures that the proposed construction meets safety requirements.

Here's how Tishon creates a regulatory authority.

  1. From the App Launcher, find and select Regulatory Authorities.
  2. Click New.
  3. For Name, enter Board of Barbering & Cosmetology.
  4. For Description, enter Licenses individuals and businesses that perform barbering, cosmetology, nail care, waxing, tattooing, body piercing, and esthetics. The Board also regulates individuals who teach and schools that provide training in those areas.
  5. Click Save.

Similarly, Tishon creates the remaining regulatory authorities: Department of Building Inspection, Department of Motor Vehicles, and Board of Medicine.

Define Regulatory Codes

Regulatory codes are standards defined by regulatory bodies. Inspectors assess compliance with specific sections of the regulatory codes and want the details available for reference during their visits. Let’s follow Tishon as she creates Regulatory Code records. 

  1. From the App Launcher, find and select Regulatory Codes.
  2. Click New.
  3. Specify the following details for the regulatory code.
    • Name: 16 Admin. Code Ch. 83
    • Subject: Administrative Rules of the Department of Licensing and Regulation
    • Type: Chapter
    • Effective From: 3/15/2020
    • Regulatory Authority: Board of Barbering & Cosmetology
  1. Select Save and New to create a new regulatory code.
  2. Specify the following details for the new code.
    • Name: 16 Admin. Code Ch. 83.114(b)
    • Subject: Plumbing Fixtures
    • Description: Plumbing fixtures, including toilets and wash basins, shall be kept clean. They must be free from cracks and similar disrepair that can’t be readily accessible for cleaning.
    • Type: Section
    • Effective From: 3/15/2020
    • Effective To: 3/15/2025
    • Parent Code: 16 Admin. Code Ch. 83
    • Regulatory Authority: Board of Barbering & Cosmetology
  1. Click Save.
    The Details tab of a Regulatory Code record page.
  2. Repeat the steps to create Regulatory Codes using the following details. Make sure to select Section for the Type; 16 Admin. Code Ch. 83 for the Parent Code; and Board of Barbering & Cosmetology for the Regulatory Authority.

    16 Admin. Code Ch. 83.112(a)(4) & (b) Fumigants Licensees may not use any of the following substances or products in performing cosmetology services: fumigants such as formalin (formaldehyde) tablets or liquids.
    16 Admin. Code Ch. 83.112(a)(1); 83.113(c) Monomeric Methyl Methacrylate (MMA) Licensees may not use Methyl Methacrylate Liquid Monomers, a.k.a., MMA. For the purpose of performing services authorized under the Act, no licensee shall buy, sell, use, or apply to any person liquid monomeric methyl methacrylate (MMA).
    16 Admin. Code Ch. 83.112(a)(3) & (b) Alum or other astringents Licensees may not use any of the following substances or products in performing cosmetology services: alum or other astringents in stick or lump form. Alum or other astringents in powder or liquid form are acceptable.

Tishon has successfully set up the regulatory framework by creating regulatory authorities and regulatory codes. In the next unit, she sets up assessment indicators: They represent the parameters that inspectors look for to ensure code compliance during inspections. Go Tishon!
