I'm trying to create a two-level drilldown in Tableau using parameter actions. The first level (School) works as expected, allowing me to expand and select individual schools. 

 

However, I run into an issue at the second level (CIP) when I select "Unknown." Instead of displaying only the Program values associated with the selected school, Tableau expands all the rows, disrupting the drilldown. 

 

I've tried using set actions, parameter actions, and a unique ID combining School and CIP to improve the drilldown, but I haven't been able to resolve the issue. 

 

How can I fix this so that selecting "Unknown" at the second level only expands the CIP values associated with the selected school without affecting the rest of the drilldown? 

 

I've attached my packaged workbook for reference. Any suggestions or examples would be greatly appreciated.
