For the standard Description field on Opportunity Line Item, Salesforce doesn't provide a standard default-value setting because it is a text field on a standard object.

If you need a default value whenever an Opportunity Product is created, you can use a Record-Triggered Flow on Opportunity Product (OpportunityLineItem) to set the Description field automatically. A Flow is generally the preferred declarative approach for this requirement.
