To force Chrome to enable dark mode for all web content, you can use the "Force Dark Mode for Web Contents" option in the Chrome Experiments page. This option is experimental and may change or be removed at any time. 

To enable "Force Dark Mode for Web Contents": 

1. Open Google Chrome
2. Type "chrome://flags" in the address bar and press Enter
3. Search for "dark mode" in the search box
4. Click the box to the right of "Auto Dark Mode for Web Contents"
5. Select "Enabled"
6. Relaunch the browser
