Some of our opportunities were accidentally changed to a different owner and they need to be changed back but some of these users are now inactive. Is there a way to update the owner to an inactive user?

You can enable this feature by going to Setup -> User Interface and checking "Set Audit Fields upon Record Creation" and "Update Records with Inactive Owners".
After that, you can create a Permission set with permission "Update Records with Inactive Owners" and assign it to the user from which you are updating the owner field (like system admin). After assigning this permission, you can update Owner field to a inactive user.
