As an admin, I am unable to delete the records under the object Residential Loan Application, I have full access to the object and related items and I tried adding the delete button to the page layout but still no luck in deleting. I also tried API with no success.
Any suggestions?

@Joe Gharios I found a solution for this after struggling with the same thing! I was trying to get rid of some sample data.
I found out that I had to assign some permission sets to myself first. There is a "Mortgage" perm set and a "Document Checklist" perm set.
After assigning both of these to my sys admin user, I was able to delete the Residential Loan Application sample records, along with some other records that were previously locked down.
