What is the standard of logins at Customer Community?

I wonder if "A" Company use Customer Community Login License,

1. How can Salesforce count the number of logins? by ip? or other way?

2. If same customer re-visit customer community within 24 hours, it doesnt count.

However, if customer re-visit after 24 hours, it count. is it right?
