Is there a way to assign an object-level Modify All permission to the Tasks standard object for a profile? Let me know if there's other ways to accomplish the same goal of allowing users to edit or delete tasks/events they are not assigned to. I have ruled out giving the 'Modify All Data' permission to the profiles as well.

we dont have Modify all permission concept for Tasks object. The permission required would be "edit tasks" we see in profile and the deletion capability will relate with edit rights one has to the record to which tasks are linked with.
there is a way to Mass delete tasks as per the knowledge article below
