Account Report that includes accounts with contacts and accounts with affiliated contacts

Hello,

We are trying to pull a mailing list, but want to include both Households and Organizations that have opportunities on the account. The issue is that we want to only mail to our "stakeholders," (we do not want to include parents, students, etc.), but this is a contact filter. When I use the Accounts with Contacts report , it only includes household accounts as organizations do not have contacts, they only have affiliated contacts.

Is there a report that includes accounts with contacts as well as accounts with affiliated contacts?
