Some pdf attachments in Case records sent via email-to-case are not previewing correctly. If I click on the attachment link in the Case record so SF pops up the preview window, the pdf looks empty. But if I then choose the "download" icon at top, then open the downloaded pdf in my browser, I do see contents correctly.
Key clue: these pdfs are fillable forms that contain scrollable text boxes and a table. The data filled into the form is what's missing. Regular pdfs seem to render OK.
