Why are the scope of muting permissions limited to the permission set group it is added to?

If it could mute anything is would be great, we could by default mute "modify all data", "use any API" and any permission that should never be used in an org. Besides a read only permission set group with muting on CUD on all SF objects could be added to some users. No need for read only profile! I think it would be a valuable enhancement. Is it on the road map?
