The release notes say it should just be "on" automatically, but this doesn't seem to be the case. Also the only other thing it mentions is how to turn it off: How: This feature is automatically available, but if you don't want your users to create custom actions, an admin can disable it. From Setup, in the Quick Find box, enter User Interface, and then select User Interface. Select Turn off customizable Most Recently Used (MRU) actions, and click Save. But this option does not exist in the "User Interface" section in setup.
