Hello!

I am trying to set up territory management, but I am not able to create a territory layer and can't seem to figure out why. For permissions I do have Manage Data Layers and Manage Territory Layers turned on, but when I go to create a layer I'm not able to select Territory for a layer type. Is there another permission that I need or is it something else in the settings?
