What is the best practice to approach this is CPQ? I do not want to turn on Multi-Currency because we do not do the conversion. Can the sales person edit the total amount?

Why not create a custom product called (something like) Conversion and add the necessary amount in that field. That way the math will add up.
Another way is to use a discount field to enter a conversion rate (negative if needed).
This way the math adds up in the Quote.
