Is there a way to make new sandboxes use the test.salesforce.com login site rather than the instance-specific logins?
Background
When new sandboxes are created from our org, the Salesforce notification states that the sandbox login site is some version of csXX.salesforce.com, rather than test.salesforce.com.
This issue has been raised before (see this question (https://success.salesforce.com/answers?id=9063000000043gVAAQ) by Asma Abbas), but without a resolution or determination of the cause of the new login site.
The salesforce knowledge article Unable to log in to sandbox with correct password (https://help.salesforce.com/articleView?id=000329533&type=1&mode=1) states that a domain specific login page may be needed for a sandbox, but not why, or how to change this setting.
For reference, our production instance is Lightning enabled, but My Domain has not yet been set, so the option to uncheck the "Prevent login from https://test.salesforce.com" on the "My Domain" setup page is not available.

This issue seems to have resolved itself. I tried logging in to the new sandbox a few days after it was created (created on a Friday, re-tested on a Monday), and was able log in to it via the standard test.salesforce.com login site.
