How to add content areas outside of the tag and above the tag.

Howdy

In the October Release notes, this line caught my attention:

"We now support adding content areas outside of the <body> tag and above the <HTML> tag."

I've tried several methods, and can't figure out how to drag and drop a content block above the HTML tag in a template-based email. Can someone assist?
