I am trying to add the capability for users to create an opportunity from Salesforce 1 but am having some issues, anyone have any suggestions? It doesn't show up in the action off of an account or on the opportunities tab.

You might have to check if the User's Profile has Create Permission enabled for Opportunity. Also, make sure you have added the New Action is added to the Salesforce1 section on the Opportunity Pagelayout.
