I would like to know if I can limit a user to see and modify Accounts.
Those accounts are chosen via a Picklist and this user do not own the record.

Hi Amin,
You can do that manually but you need to switch to Classic for that.
-> Click Sharing button on the record
-> Click Add
-> Select User
-> Select Account Access (Read Only or Read/Write)
-> Select Contact, Opportunity and Case Access (Private, Read Only or Read/Write)
-> If the selected user no longer need access to it, then click Del besides its name
