Lookup Field Filter not working

Hi have a lookup field that has a filter on it.  However, for one of my users the filter is doesn't seem to work.  Is there a setting that would allow some profiles to ignore the filter?

    Does the user have the referenced field/s in their page layout?:

     

    In Lightning Experience, a lookup filter doesn’t work if a field referenced in the filtered lookup isn't added to the page layout.
