I've created a new split type and I need a way to check if a record for this split type exists against an opportunity when it is saved.
What is the eaist way to evaluate this in a way that the output can be use as the criteria for an action group?

Unfortunately, we can't use duplicate management for opportunity slit type. You might want to try custom coding. May I also suggest joining the Developer forums below to collaborate with the experts for best practice and advice.
