partner community manager cannot see community users' activities

We set activities as controlled by parent objects and diselect Community User Visibility for sharing settings, but the manager user in our partner community cannot see the activities owned by community users below his role.

    There is a public field on the activity object, once public field is checked, users in the superior role hierarchy can access activities. since we have to make sure manager can see all the tasks created by his or her sales consultants, we just added a before trigger to make sure public fields in all activities are checked once they are created in system.
