How to create joined report using case history as one of the blocks

Question

I am creating a dispatch sheet and one of the requirements is looking at how many cases have been assigned witch I can achieve using the case history report type. I will also need to look at how many cases are currently under that owner and that would require the cases report type.

The option to create a joined report does not appear if I use case history as the primary report, and if I user cases as the primary report I am unable to find the case history report.

Is there any information on why we cannot use case history in a joined report and would it be possible to change that?
