Include "Useful Links" in New Case page layout

Judging from the screenshot below, it doesn't seem possible to add the Useful Links section to the New Case page layout. The case page layout editor shows that it only allows to display on the Detail Page. Has anyone found a way to actually include it on the New Case layout?

 

As highlighted in the screenshot, the checkbox appears, but it does not allow for one to select the box.

    That section is not because it's configured to show custom links - hence the 3-column structure.  You can do it for any other section though
