I'm looking to create a function using the Process Builder feature to notify users via email that they haven't logged in over a period of time and they're in jeapoardy of losing their license.

There's been some solutions on this via an autolaunched flow. The solution referenced in this article lists a WFR as the firing mechanism, but you could also use a scheduled action in Process Builder. I've included a link below.
