1) Upload an audio file (preferably to a customers profile - though not necessary)
2) Share a link to the file with the customer
3) Allow them to stream the audio, but not download it
Would love to have this within Salesforce
Anyone know of such services?

Thanks for your ideas Subramani - but in this instance it's not feasible to create customer logins for salesforce - this needs to be an externally available (i.e. the customers would play the file from an external webiste)
