Unread By Owner not available as a field for workflow?

I want to update a field on a lead if it is unread by owner and Hour after creation.

 

Is the unread by owner field not available for true/false testing in workflows?

    Thanks Steve, 

     

    Already in the process of building a solution. Seems odd that the field is not available, it is a realyl helpful field for lead routing.
