I saw many threads out there explaining how to use validation rules or page layouts to make picklists mandatory, but I'm wondering why picklist is the only data type (besides checkbox, which makes sense) that you can't make required at the field level?

Well, I'd argue that's not the same thing. Yes, if you make the first value as the default, then there's no way to change it to "None", and thus the field would always have a value. But putting a default value in there has consequences, as many users won't bother changing the value of that field if there's nothing forcing them to select a value themselves.
