User unable to access Partner Object

The solution is to check the View All Data on the user profile in order to give permission to access the partner object. But for which object is the View All Data needed? The profile has View All Data for Oppty's, Accounts, and Leads but is getting an error saying it does not have permission to view Partners? Any idea?

go to the profile, click on system permissions, check the View All Data
