How to create dynamic picklist?

I have  a custom text field for contracts on custom object where user fills in comma separated contract numbers. I want to show these numbers as a picklist selection on its child object.

 

Any suggestions?

    There is no such standard functionality for dynamic picklist, however we have dependent picklist which can sometime serves for dynamic picklist. 

    But according to your requirement, I am with Pritam, you can achieve this with apex and visualforce. If you want this in standard page, then even you can add a vf section in standard page.
