I enabled the partner portal, but the accompanying components aren't showing up

I enabled a parter portal, but none of the things that are supposed to accompany it are showing up. E.g. no Partner user profile was automatically created, nor groups, nor sharing rules that were supposed to show up according to the below article from SF, "Managing Partner Users." https://ssl.salesforce.com/help/doc/en/partner_portal_partner_users.htm

No. Are those neccesary? I thought there was a way to set up a partner portal for users who don't have salesforce.
