Field Dependencies - How do I use a lead/account's 'Country' field as a controlling field to only show certain values in certain picklists?

I'm trying to find out how to use a lead or accounts country as the controlling field of what values may show up in a certain picklist.

I have a global picklist of values that encompasses businesses in the US, Canada, and Mexico.

Let's say i have a lead whose country is the United States, in another picklist field I want only values which correlate to the US to show up .

We have enabled state and country pick lists and they are not showing up.
As another option, I also tried to create a formulaic checkbox to tick based upon country, but that didn't show up either. But that could be because it's technically a formula field and not a checkbox
