How to pull report data for Next Step field on Opportunity?

Question

Hi, I want to pull a report that is focusing on the next step field. The report should contain information about the next step field, probably I need to build the report formula with the last modified date of an opportunity? The aim is to have the sales force updating each of their opportunities every week. We want then include the report in a dashboard and activate conditional highlighting for the report data: 0-7 days: green, 8-14 days: yellow, not modified in the last 2 weeks value greater 15: red.

What is the formula I need to write to pull the data out of my records?
