I would like to set up a field, "custom salutation," a text box, so that it is only visible if another field, "send correspondence," which is a picklist, is set to 'Yes'.
If you have Enterprise Edition or above, you can do this through Record Types which uses a Workflow to change the page layout depending on some criteria.
