New lead assignment rule not working

Question

I created a new web-to-lead form for our website. It has the fields first name, last name, email, and a picklist of date/time options. The form itself works fine and leads go into Salesforce. Our current assignment rules are based on the field Sector, which is present in our other web-to-lead forms but not this one. I created a new rule based on the date/time picklist assigning leads to a certain user and triggering an email sent to her. The rule does not work and the incoming leads are assigned to the default user. I have tried variations of the rule but none of them work. I then tried to change the default person who is assigned leads coming in web-to-lead, and that didn't work either. Where can I go to find what is happening to my leads?
