Requiring a list of custom fields to be required based on a picklist value

I have written a validation rule but am not getting the results I expected.  I have a custom picklist field called "Payment Terms-New Account" which has COD, Visa, MC, Amex, Discover, Net 30 as the available list of values.  The rule is to make all the fields in a different section of the page layout to be filled in when the value of Net 30 is used.  Formula is as follows for field called Years at this Location:

 

AND (

 

  OR (

 

     ISPICKVAL(Payment_Terms_New_Account__c , "Net 30"),

 

ISBLANK(Years_at_this_Location__c ))

 

)

 

Even when the Payment Terms field is populated with a value OTHER THAN Net 30, it is triggereing the error message.

 

Not sure what I am doing wrong.  Please help!
