During scheduled maintenance, can an application still access the Force.com API?

I need to be able to query and update records in Salesforce.com using the Force.com REST API.  During scheduled maintenance, can an application still access the Force.com API?

    Thanks David!  I appreciate the response.

     

    Did you guys build something in house or did you leverage a third party solution?  We are trying to avoid building/wrting code. Any thoughts there?
