For most - the process is - Add LEADS before converting them to Opps/Accts/Contacts. So why would Jigsaw then have us adding Accounts and Contacts?

Certainly get your point, but not sure they should restrict it out of the box either? I think we'd have people asking the exact opposite question!
On your User records there should be two Jigsaw checkboxes, Jigsaw Contact Import Disabled and Jigsaw Lead Import Disabled. Just check those as appropriate for the users you don't want importing things. I definitely did this company wide for Contacts, because I agree, Contacts should be vetted first; Jigsaw data needs to (in my opinion) go in as Leads.
